LOGAN, Iowa — The 17-year-old accused of killing his 5-year-old foster brother will not be transferred to a juvenile detention center in Council Bluffs, a judge ruled Monday at the Harrison County Courthouse.
Cody Metzker-Madsen will remain at the Harrison County Jail, where he resides in solitary confinement because minors are separated from other inmates. Another motion to determine whether Metzker-Madsen's first-degree murder charge would be moved to juvenile court will be decided on Dec. 6.
Metzker-Madsen is accused in the death of Dominic Elkins, 5, who authorities allege was killed as the two played near a ravine outside their rural home north of Logan. Both were foster children in the care of Don and Julie Coolman.
